SHORT JOB

The Safety and Security Officer, Sudan supports the USIP country office in identifying threats to the safety and security of USIP personnel in Sudan, providing education and training to personnel, tracking travel in Sudan, developing safety plans and monitoring, and personnel security, and responding to security and safety incidents in Sudan. In addition, the Safety and Security Officer is responsible for maintaining strong working relationships and communication with stakeholders and partners as part of broader efforts to streamline operations and resolve or prevent programming disruptions. This position reports to the Operations Coordinator and coordinates and works closely with USIP’s Office of Overseas Safety and Security (OSS). This individual will be trained in the USIP International Crisis Management Plan and will be linked to the Sudan Incident Management Team.

This is a Personal Services Contractor position.

RESPONSIBILITIES

• Monitors, analyzes, reports and advises regularly on general conditions and trends impacting the overall safety and security of USIP’s office, staff, visitors and assets.

• Plans, prepares, coordinates, monitors, implements, and updates Sudan safety and security policies and ensures that all USIP personnel in Sudan (including implementing partners) adhere to policies and procedures. Policies must be consistent with USIP OSS policies.

• Actively engages with partners in other organizations and institutions to include USIP OSS, Embassy RSOs, OSAC National Councils, NGOs, etc., for information and insights that will improve the quality of USIP safety/security protocols for operations, including its country office.

• Engages with law enforcement, fire department, emergency medical personnel and other local authorities on relevant matters to include securing all necessary permits and authorizations to facilitate the smooth execution of activities.

• Develops, maintains and trains security systems, plans and controls for the Sudan Country Office to include standard operating procedures and evacuations as well as security supervision.

• Maintains records of office safety assessments.

• Researches, consolidates and stores relevant information about travel and operations in the country, e.g. hotels, guesthouses, security companies, traveler reports, etc.

• Conducts post-incident post-action reviews in coordination with OSS and disseminates incident summaries to appropriate parties.

• Coordinates and schedules regular and ad hoc security meetings.

• Schedules safety and security training for office staff and contractors who require such training.

• Maintains a list of approved sources of regional security training providers.

• Maintains a daily log of all USIP travelers in Sudan.

• Serves on the incident management team in accordance with the USIP International Crisis Management Plan.

• Performs other assigned duties.

QUALIFICATIONS

• 7 years of experience in a national or regional security management position (or Master’s degree and 2+ years of relevant experience).

• Bachelor’s degree or equivalent from an accredited college or university with preferred training in risk management, crisis management or related fields.

• Strong links with governmental and non-governmental actors working in Sudan.

• Excellent networking and interpersonal skills highly desired.

• Knowledge of organizational security standards and practices for public facilities and knowledge of security practices for high threat environments is desirable.

• First Aid Instructor, EMT, Wilderness First Aid qualification or other equivalent medical certification highly desirable.

• Knowledge of Sudan-specific safety and security features.

• Ability to quickly analyze emerging on-site scenarios from a security and risk management perspective to make personnel security assessments.

• Demonstrated ability to exercise good judgment.

• Exceptional monitoring and observation skills.

• Excellent research and planning skills.

• Strong written analysis and report preparation skills.

• Knowledge of MS Office applications.

• Proficiency in written and spoken English.
