Background

Triggerise is an organization that uses its digital platform called Tiko to motivate young people to make positive choices. Triggerise’s youth program in Uganda uses a digital platform known as Tiko to enable young people between the ages of 15 and 24 to access sexual and reproductive health (SRH) services. The platform connects young people with service providers and uses a range of behavioral interventions to support and reinforce positive healthcare-seeking behaviour. The program aims to improve SRH trends while empowering young people to make decisions about their sexual health. Triggerise’s approach is to use the Tiko platform to support an ecosystem of diverse actors who act to inform, support and encourage young people to accept SRH services. This ecosystem creates positive feedback loops where young people have access to better information and thus make better decisions about their sexual and reproductive health. Triggerise has operations in Kenya, Uganda, Ethiopia, Burkina Faso and South Africa.

Scope of work

Triggerise is looking to find a consultant to conduct client exit interviews in Tiko accredited public health facilities, private clinics and pharmacies in Uganda. These exercises will help Triggerise to monitor and evaluate the quality of services provided in public health facilities, clinics and pharmacies. The exercise will also help understand the welfare of Tiko clients using the Multidimensional Poverty Index (MPI) approach. The area of ​​operation is in Kampala, Uganda.

The Firm will offer routine Customer Exit Interviews (CEIs) for select Platform Facilities as provided by Triggerise from time to time. The consultant will do data collection, analysis and reporting on the client’s exit interviews.

Objectives of CEI

There are two main purposes of customer exit interviews (CEIs):

  • To understand Tiko users. This will be done by assessing their well-being using the multidimensional poverty index approach.
  • To evaluate the experience of Tiko users with the services and quality of counseling received at Tiko facilities. User perception of provider/facility convenience will also be assessed.

Research questions

CEIs will aim to answer the following research questions:

  • To what extent do young people accessing SRH and HIV services on the Tiko platform receive quality services from participating health facilities?
  • To what extent do the participating healthcare facilities provide services suitable for young people who access services on the Tiko platform?
  • How can the Services be improved to meet the needs of Tiko users?
  • What are the characteristics of Tiko clients using the Multidimensional Poverty Index Score?

Research approach and methodology

A quantitative methodological approach will be used to conduct exit interviews in selected Tiko-accredited facilities (private clinics, pharmacies and public facilities) aimed at interviewing adolescents, girls and young people aged 15 – 24 years in Uganda. These surveys will run quarterly and the next CEI is scheduled for October 2023. The estimated sample size per quarter is 400. Triggerise will provide a sampling strategy to follow.

Delivery – detailed field report after data collection is complete. The report will contain the quality control measures taken, percent sample achieved and any other field observations that may affect the findings or areas of risk requiring Triggerise’s attention

6. Survey reports. Reports should be insightful to assist in program improvements and risk management. Time Frame – Quarterly

Output – a detailed report with analysis supporting the report’s findings and conclusions.

7. Final cleaned data set in spss/stata or .csv where appropriate and syntax/do-files, time frame – quarterly

Technical requirements

We are looking for a consultant/team with the following skills and qualifications:

  1. Demonstrate experience and expertise in similar assignments with non-governmental organizations (NGOs), including how the firm intends to manage interactions with users who are predominantly young.
  2. Demonstrate experience of working in Uganda and a good knowledge of the Ugandan health system.
  3. Demonstrated availability of a field team to collect the data
  4. Demonstrated data analysis and high quality report writing capabilities
  5. Provide an activity plan (project plan) for actions to achieve the objectives of the assignment, indicating the budgeted hours, terms and sequence for the consulting procedure and the level of personnel to be assigned;
  6. Include resumes of the proposed professional personnel, the key management team proposed for the engagement, and the authorized representative submitting the proposal. Resumes should demonstrate relevant experience handling similar surveys in organizations similar to Triggerise.
  7. A list of current and past clients where the offeror has experience conducting client exit interviews, along with the name of the organization, contact person, designation and contact number, nature of services and duration of the meeting for at least three (3) international NGOs.
  8. Ability to respond to comments and questions in a timely and appropriate manner.
  9. Excellent oral and written communication in English and Luganda is required.

Evaluation criteria

Proposals will be evaluated in two parts. Experience and technical proposal will carry 70% of the total marks, while references and financial capacity will carry 30% of the total marks.

  • Proposals must clarify the bidder’s relevant skills, experience, and capacity with respect to this particular RFP.
  • Proposals must detail the proposed approach to be taken to provide the service in accordance with the RFP.
  • The proposal must clearly state compliance with appropriate data protection, privacy, legal, social, tax and ethical issues applicable to the country

Guidelines for submitting proposals

Companies and individuals are invited to submit proposals for this engagement. Proposals must include the content below and not exceed a maximum length 10 pagesexcluding the appendices (budget and summary profiles of the proposed staff).

  • Cover Page: Summary with basic information such as names, address, contact information, proposed budget, etc.
  • Capacity Statement: A brief capacity statement why your company and the team you are proposing are well placed to undertake the engagement
  • Qualification for the scope of work: Any qualifications you may have in relation to the scope of work
  • Proposed Approach: Your proposed approach to fulfilling the scope of work requirements
  • Proposed staff – The qualifications of the proposed qualifications and their experience.
  • High level work plan: proposed work plan with tasks, responsible person(s) and schedule
  • Budget: Total budget envelope required to carry out the work (in euros) and breakdown by item of direct costs and overheads
  • References of similar commitments undertaken by the company in the last 5 years
