Engagement Period: The consultant will work an average of 20 hours per week for 12 to 20 weeks.

Project description/history:

The INGO COVID-19 Vaccine Collaborative is a group of six organizations (CARE, Catholic Relief Services, International Rescue Committee, Mercy Corps, Save the Children and World Vision) working together to advocate for and implement equitable vaccine programs against COVID-19 takeover. One of the collaboration’s main endeavors is to develop a COVID-19 vaccine and response dashboard that showcases the work done by both local and international NGOs, while providing a better view of what is happening in countries using a unique a perspective that only these organizations can provide. This mapping exercise will help major international donors better target resources to address the issues that most affect communities.

Description of services:

The consultant will be responsible for collecting and organizing data using pre-written surveys and informal interviews for dashboard entry. This individual will work closely with all members of the Collaborative and other international and national NGOs to gather information, focusing primarily on the 18 countries that have been prioritized by GAVI and other countries where the Collaborative operates. The consultant will contact and interview an initial set of cooperating member contacts and may also gather information from other local NGOs if necessary. Countries are listed in the full SOW here. Note that the list of countries may expand or collapse.

The consultant will demonstrate strong interviewing and data collection skills to gather information about the work done in these priority countries by as many NGOs in each country as possible. They will also document the observations of country offices and work with the dashboard team to produce concise and effective narratives detailing barriers to vaccination and how these international organizations are well positioned to address the barriers.

Results and schedule:

By October 31, the consultant must have completed the following:

  1. A completed survey for at least four NGOs from each country listed. The survey questions can be found here.
  2. Developed narratives for each priority country focusing on:
    • Gaps in access to a COVID-19 vaccine in the country as described during interviews with INGO representatives by country and data available in other resources.
    • What the six members of the INGO Collaborative and other NGOs are doing to bridge the gaps.
    • Opportunities to further develop programming by international NGOs to support COVID-19 vaccine uptake.
  3. You have received at least three success stories with photos describing the impact that the NGO’s COVID-19 vaccine programming has had at the individual level.

Qualifications:

The successful consultant will have the following qualifications:

  • Some college and at least two years of data collection experience
  • Ability to work in multicultural settings and across time zones to gather information in a manner that is convenient for participants
  • Strong writing skills
  • Strong organizational skills.
  • Fluency in French or Spanish is helpful but not required
  • Experience with Excel and MS Word
  • Previous experience with PowerBI is helpful but not required

Consultation management:

The consultant’s technical work will be managed by Jeanne Koepsell, Senior Advisor, Digital Health and Community Case Management. All operational aspects will be managed by Daniel Sweeney, Senior Administrator, Program Operations.
