Country Manager
Job Title: Country Manager

Required FTE: 100%
Travel Required: Up to 40% (Position is based in Geneva, CH )
Reports to: Deputy Head of Portfolio Management

Scope of the role
Responsible for end-to-end grant-making and management activities and donor-government relationship management in assigned countries.
The countries listed include those in the Western Balkans portfolio. We note that this may change over time.

Basic Responsibilities and Ownership
· Provision and management of operational grants: Responsible for cooperation with others
State managers and relevant colleagues in other units to ensure effective, efficient,
and tailored grantmaking and GCERF portfolio management.
· Relationship Management: Responsible for strengthening in-country relationships with a coordination mechanism led by the country’s government, donor representatives and others
key stakeholders such as the UN through regular, strategic and systematic
engagement in certain countries.
· Thematic Focal Point: Responsible for the development and promotion of GCERF expertise on
specific topics (PVE, displacement, rehabilitation and integration, gender, etc.) c
cooperation with other government managers.
· Fundraising Responsible for proactive in-country support and thematic resource
mobilization efforts, including reporting.

Qualifications
Knowledge/Experience/Qualifications
· Master’s degree in International Development, International Relations, Social
Science, business or related subject
· At least 8 years of relevant experience in P/CVE development, peacebuilding or
security, working with NGOs/IGOs, foundations or the like
· Significant (at least 4 years) life or work experience, preferably more than
one country and preferably in GCERF partner countries.
· Significant (at least 4 years) experience working directly with donors and
civil servants with managerial functions
· Experience in the Western Balkans is an advantage

Technical skills
· Holistic understanding of global issues related to PVE
· Strong knowledge of the socio-political environment and civil society organizations
countries affected by violent extremism and terrorism
· Extensive knowledge and understanding of program design and development,
project cycle management and financial budgeting and reporting.
· Experience working alongside a wide range of grantees with skill and sensitivity,
including community-based and grassroots organizations.
· In-depth understanding of the work and challenges of community-based and
organizations at the local level.
· Experience working with consortium funding models.
· Strong project management skills
· Strategic thinking and writing skills
· Fluency in English and working knowledge of French

· Collaborate with other country managers to proactively manage operations
granting and management activities
· Collaborate with other country leaders to proactively develop specific
thematic expertise
Deputy Head of Portfolio Management (Principal)
· Be responsible for portfolio level budget(s) and work plans
· Ensure information sharing and proactive engagement
In-Country Stakeholders (Major)
· Building, maintaining and monitoring relationships with key partners and relevant stakeholders in the country, including at the regional level
· Representing and promoting GCERF at all relevant external events
· Represents GCERF as a subject or geographic expert
Recipients (primary)
· Work closely with beneficiaries to ensure efficient, effective and compliant grant delivery and management
· Drive and manage capacity building of grantees
Grants Finance Team (Core)
· Work closely with grant specialists to ensure grant monitoring and compliance with internal and external standards and regulations
Resource Mobilization Team (Core)
· Collaborate with the resource mobilization team to proactively engage potential donors
· Provide structured input to donor proposals and reports
Effectiveness and Impact Team (core)
· Stimulating the development and application of Theory of Change at the grant and portfolio level
· Contribute to GCERF policy and implementation reviews and the creation of training and research materials for external communication
Board of Directors (secondary)
· Report on portfolio progress, including to the GCERF Board of Directors
Communications Team (Secondary)
· Providing data and information for content creation

Main information:
· The position is based in our offices in Geneva, Switzerland. We have a hybrid and flexible work environment.
