We asked Sean Fraser what he personally wants to accomplish during his tenure as Canada’s Minister of Immigration.
There were four items on Fraser’s list, all found in his mandate letter, a document from the prime minister that outlines the goals each minister must meet during his term.

“I want to successfully settle and fulfill my commitments to Afghan refugees and to Ukrainians seeking safe haven,” Fraser said CIC News on June 21.
Canada has committed to accepting at least 40,000 Afghan refugees. As of August 2021, approximately 16,370 Afghans have come to Canada. For Ukrainians fleeing the war in Ukraine, Canada introduced the Canada-Ukraine Emergency Travel Authorization (CUAET). This allows Ukrainians to come to Canada temporarily. So far, 55,488 Ukrainians have landed in Canada since January 1, 2022.
Fraser also said he wants to be the immigration minister who returns the processing of applications to the standard of service. Since the pandemic, IRCC’s inventory across all lines of business has grown to about 2.4 million people.
“Those are the big tickets that everybody wants from me,” Frazier said. “There are two things that I really care about – in addition to those – that I want to do while I’m immigration minister.”
Fraser first named the Employment Mobility Pilot Pathway, which allows refugee applicants who appear to have the potential to succeed in the Canadian labor market to apply under an economic immigration program.
“EMPP, the Labor Mobility Pathways Pilot, has the potential to change the way the world thinks of refugees, not as people who need charity, but as people who arrive with much more than the contents of their suitcase,” Fraser said. “We can teach people that refugee resettlement should not only be motivated by altruism, but also by our economic self-interest.”
Finally, Fraser said undocumented workers who have worked in Canada for an extended period of time should be granted status.
“I think it’s the right thing to do,” Frazier said. “And we’re going to continue to dig into a policy to change the measures around the implied status of certain people who have been here for a long period of time.”
